For decades, the security of the Red Sea has depended primarily upon outside powers. Today, Saudi Arabia has an opportunity to begin changing that equation. The larger question extends beyond the Kingdom itself. It is whether the Arab world is prepared to move from diplomatic condemnation to collective responsibility for regional security.
